| You can USE jutsu of whatever rank you want, just be aware of chakra and God mod.
HOWEVER, you cannot learn jutsu of higher rank, unless you have been taught by a sensei IC
*Note this does not include some taijutsu
*Note, only people with illusionist as a class can learn genjutsu.
