This topic explains it all. I was under the impression that the new rules said that as long as something is unclaimed over 7 days, you can fuck it up. If you don't wanna wwait, you can pay 700 points. And when it said it can only be done once, I coulda swore it only meant you can only pay once.

But anywho, apparently some admin told Yuumou that he can't claim anything else(since he already has two) unless he pays 700 points.. No. Fix this, before the site dies. If everyone is too fucking lazy to post and take a province, that is there fault. It should be first come first serve. And don't say people haven't had time. We've been using this system for atleast one or two weeks now.
