Say there Is only one province leader in the whole country and the other two are unclaimed...how the hell Is a major village going to form when no one else but the province leader wants to step up to make a major village?

Indeed. :/ They screwed up the rules in that way. Its hard for us to progress, as most people are too pussy to claim a land out of fear of being killed.

Exactly Kazumi. Couldn't have said it better. The rules make it impossible to become a kage. A first come first serve rule seems more fair than anything since that's how it should logically work..

That is how it is now... but this can only be done ONCE per village, so once you claim it, if you go inactive or die the shit goes back to the rules
