Using the Clan's abilities, Kakusan has tramped up the power of the Flicker Technique, new and improved, this version has several differences then the classical version. Firstly due to the fact that it is simply using the Clan's ability to transform their body into paper they are doing suck, on a smaller level, and on a broader scale. After the seal is formed, the Clan members body vanishes in a explosion of paper, and then reforms at a chosen location. One advantage this ability has is to be used when in the air and in other situations when you normally wouldn't have traction or any surface to push yourself against.
Additionally due to the higher rank it is faster then the average flicker.

Using the paper generated from his Clan's ability, the user of this technique can form their flowing paper together to form various shapes, patterns and creatures. And each of these patterns has individual abilities, allowing for this diversity to take place.
In this case the cicada is created the requirements for this small creature is five sheets of paper. Allowing for mass production of it.
The ability inherent within this little beauty is the use of Genjutsu, since much like it's name-sake, it too can produce noise, and since that these are made from Kakusan they contain his chakra and thus can use this to induce Genjutsu.
A secondary method of this is touch, however sound is more effective.
There are limitations to this technique though, the cicada cannot use jutsu above their own rank, which is C, leaving only D and E available to them.
Additionally one single cicada can only use one genjutsu, for more to be performed, they need to be returned to the users body and refuel from his chakra supply.
Using their chakra the user can change the color the cicada, however it can only be done once. This like the Genjutsu can be refreshed by returning them to his body.
Another point of interest is how they are still part of him as they fly around, and thus when they rejoin him, he can recall what they experienced.

In this case it is a snake that is created from the white sheets, these snakes are individualistic in their own right. Each of them is classically white and can move and slither within it's own right. The strength of the snake is dependent on the chakra of the individual and thus the strength of the paper.
These snakes are created from the paper, and can be used differently, the user can keep them attached and lash out with them to deal striking damage. The created snakes do have teeth and can sink their fangs into flesh, once these techniques are created they last as long as the ability from which they where born.
