This technique can be done one of two ways, either with or without a seal: When used with a seal the range of the jutsu can be extended to just over 50 meters, when used without it, it will barely reach 30 meters. This technique happens incredibly fast and releases a slight shock wave when it first initiates from the epicenter, aka the user.

This technique freezes the ground as well as forming ice over any object on the ground, and when it comes to people it only freezes the bottom of their feet to the ice. In the matter of non-living things it completely covers them with thick and hard ice.

Description:
Placing his hand(s) on the grounds, if even for a simple touch, Nishi creates a multitude of puppets, for a single touch Nishi can create around 5 puppets, for a few seconds he can create 3 times as much, and for any amount it continues to double. However, these puppets are not to get confused with controlled puppet tools as used by most puppeteering shinobi, these are rather just well designed "ice men" and their purpose is to distract and/or cause physical damage.

In using these "puppets" A simple hand movement or nudge of his chin can send these things sliding across the ground at various speeds, they make noise and are easy to dodge, but in large number they can overwhelm an opponent. Their height varies based on what Nishi puts into it, chakra wise, but their "go to" size is 5'6. When gaining more chakra control, Nishi may also be able to allow a select few to "jump".
