Yeah... so here I go.
My idea towards approaching this shit is simple. In fact, its simplicity is so simply astounding that it can be summarized in two words.
Word. Quests.
Here's the shit. Restricted jutsu are restricted because they're over-used. Spammed. And generally, abused the shit out of, till we have no choice but to ban or severely limit their use.
So I figured that the best way to around that problem is WQ and limit the number of people who can obtain it via WQ.
For example, lets take Rasengan. It is a very complicated jutsu which ranks among the highest in difficulty to learn. So I suggest, we make learning Rasengan a WQ. You first learn the first stage. Then the second stage. And finally the third stage. Then a little bit more to master it completely. So lets say... 1k for each of those making it a total of 4k.
Now anyone can do 4k. A monkey with a keyboard could type four key by smashing his fingers on it. But we can't let everyone have it. After all, we restricted it for a reason. With that in mind, we limit the number of people who can obtain it via the WQ. Lets say, two people.
Now anyone else who wants this technique must learn it from those two. But those two people who are learning it by themselves can't be idiots, or lower ranked ninja, to be able to recreate the Rasengan. So lets say, that they need a certain amount of chakra and [insert stat of your liking] to learn this technique.
Say, jounin level stats. So 10 of each of the two. Now the person learning, must also meet that requirement before being able to learn it from the first two [WQ recipients]. Thus, we manage to keep restricted jutsu just that. Restricted. Though thats just my idea. Its a rough sketch of what I had in mind. So feel free to suggest some shit to improve. Also point out the drawbacks to this if you find any.
Also remember, that this example was given using Rasengan as the jutsu in question. If the jutsu is an S-rank elemental technique, then to either recreate it or learn it, one must do the elemental god training. And higher stats. And some other shit like that. You get the idea. So... whats your verdict?
