Restricted Jutsu and shit.

Yeah... so here I go.

My idea towards approaching this shit is simple. In fact, its simplicity is so simply astounding that it can be summarized in two words.

Word. Quests.

Here's the shit. Restricted jutsu are restricted because they're over-used. Spammed. And generally, abused the shit out of, till we have no choice but to ban or severely limit their use.

So I figured that the best way to around that problem is WQ and limit the number of people who can obtain it via WQ.

For example, lets take Rasengan. It is a very complicated jutsu which ranks among the highest in difficulty to learn. So I suggest, we make learning Rasengan a WQ. You first learn the first stage. Then the second stage. And finally the third stage. Then a little bit more to master it completely. So lets say... 1k for each of those making it a total of 4k.

Now anyone can do 4k. A monkey with a keyboard could type four key by smashing his fingers on it. But we can't let everyone have it. After all, we restricted it for a reason. With that in mind, we limit the number of people who can obtain it via the WQ. Lets say, two people.

Now anyone else who wants this technique must learn it from those two. But those two people who are learning it by themselves can't be idiots, or lower ranked ninja, to be able to recreate the Rasengan. So lets say, that they need a certain amount of chakra and [insert stat of your liking] to learn this technique.

Say, jounin level stats. So 10 of each of the two. Now the person learning, must also meet that requirement before being able to learn it from the first two [WQ recipients]. Thus, we manage to keep restricted jutsu just that. Restricted. Though thats just my idea. Its a rough sketch of what I had in mind. So feel free to suggest some shit to improve. Also point out the drawbacks to this if you find any.

Also remember, that this example was given using Rasengan as the jutsu in question. If the jutsu is an S-rank elemental technique, then to either recreate it or learn it, one must do the elemental god training. And higher stats. And some other shit like that. You get the idea. So... whats your verdict?

I like this idea but 4k for Rasengan? I'd say 2k at best, and the same for chidori, considering it can only be obtainable by a limited number of people and once someone does it, no one else can.

Also, it was just an example. We can decide the limits at a later date. At the moment, we are deciding the system.

I think this idea. I mean they are restricted but I don't think it is actually said how one can obtain oneofhte restricted techniques. So, I'm all this idea. Even though, it would provide some more work for us to set up. after it is done. It should be easy to handle.

I still want some jutsu BANNED. IE: Izanagi. Some jutsu are just too overpowered.

No, screw that Izanagi's not even as OP as you say, it's only being thought of being banned because someone is close to getting it. And it has a perfect drawback, they go blind in a damn eye. Plus I thought this assignment was for the GMs O_o

Going Blind in one eye is not that bad and you know it Kazumi so don't give me that BS like that is such a drawback. They'll lose and eye and then get another one transplanted in. And explain how Izanagi is not OP? Being able to dodge ANY attack no matter the speed, damage, range, or ANYTHING. How the heck is that not OP?? Hmmm??? NO ONE will be getting Izanagi. Simple as that. And for anyone who wasted time trying to obtain it I'm sorry for them.

Actually its not your call and losing a whole fucking eye is a huge drawback O_o especially to someone used to fighting with both eyes. So what the fuck do you mean losing an eye ain't anything? Plus getting another transplanted is circumstantial and there are hardly any Uchiha on the site to begin with so screw that argument. And Again Idk how you're thinking Izanagi will be used, but its hardly OP in use with RP. Its fundamentally a substitution, so screw that bs argument. And last but not least, its not your call if its allowed or not.

Well compromise is a good method.

Here is how I see iza going.....

1. Its not an attack that insta kills like amatsu
2. It isnt super fast to kill like kirin
3. It can dodge any attack once...that isnt so bad...I mean really to me dodging any move once...not terrible


Saitou is worried about its play style...well why not amp it up

1. You must have mankeyou duh
2. You lose an eye...that also means loss of tsuki or loss of amatsu
3. Once you lose it, its gone for good, you can transplant, but you lose the other eye not the tranplanted one... And transplanting a iza eye means no ems for joo ever..

Okay, voting is fine and dandy. But make sure all of you work out the full system as a group. After all word-quests are one of my departments specifically. Now, check this out. If you are gonna make them, follow the format please. Name, Word-Count, Obtaining Story(The adventure basically.), Ability of the Jutsu. Simple. Thats all I have to say. And all that junk.

More word quest? fuuuuuuck. Why not just limit the shit to how many peocple can have this or that. I mean for peep sake. I'm not the only one who doesn't have time or may not be capble of doing WQ. I think it's fine for WQ, but the thing is not everyone is a quanity rpger. I mean I know I am not the best, but I actually think I shine more in a quality of how I rpg. and for everyone who can pretty much bs 1k it's kinda like damn what about the ones who can't produce that many words, but instead are capable of producing one with nice quality.

WQ do not follow quality. Trust me. Its easy to do 1k words. 100 words a day at least. If you follow something like this you will eventually accomplish your goal. It is all the matter of being lazy. Anyone can ramble on in a post.

Thats part of the amp up Kazumi. I'm fine with all of those Suno. If those were added in to the use of Izanagi then I would be on bored to let people have it. My last concern would be that once you lose that eye you cannot have another Sharingan transplanted into it. If that is allowed they could just keep learning the technique and replacing the lost eyes o.o

The technique itself isn't all that powerful to have all these restrictions. Its usable without Mangekyou as seen in the show, and it only requires Senju and Uchiha DNA to balance out the Ying-Yang Chakra. Now with having another transplant, I believe you can only have 1 transplant regardless, plus like I said its circumstantial because who says the person can get another eye? Uchiha are heavily limited on this site, and most are inactive so I don't even see that as being a problem.

I reject all this simply because this was a Global Mod task. Noctis himself said we take care of it, and send it to him for review.. How this got in the Mod parliment is beyond me.

It got to the fucking mod parliament because you guys were too fucking slow and while Noctis was ranting about it on the chatbox I suggested this idea and he liked it and he told me to post it up. So take your attitude somewhere else. Like to the PMs, maybe one addressed to Noctis.

We were supposed to send it WHEN it was done. The admins weren't supposed to have any input, other than checking over it. It was the whole point of Noctis giving the task to us. And plus, everyone sitting here bickering like bitches won't help shit. So ya'll keep on doing what you do. Kazumi and I will work on an actual list and post it in the GM parliment.

How about we make an RP BASED OFF THE SHOW like the show? Where you think all this shit is coming from, that's such a dumb argument. My argument is solid and has logic backing it, so I don't need a better argument. You need better logic as to how Izanagi is OP, and it isn't.

Oh and Saitou we're above the Admins O_o So please let us handle our Assignment. Just because we're being Too slow in your opinion, doesn't give you the right to take it over. If we happen to Argue with each other then you can step in like Noctis says, but we were doing just fine. And we were supposed to send this to Noctis to review.

Look Tyler, you're cool and all, but its clear that you need to calm the fuck down. No one said this idea is finalized.

Now that you've calmed down (I'm assuming you have, though I don't give a shit either way), don't ever shit all over my idea like that again. For one. Its not my fault your shit isn't done yet.
Two. If your shit gets done, do what you said, and post it in the G-Mod parliament. Three. Learn to respect someone else's work and if you can't, then refrain from posting at all.
