By manipulating the chakra, around his hands, Mr. Eskaru is able to form a layer, of sorts, around his hands of a constant stream of freezing water, when anyone is touched by it, they will instantly receive a freezer burn, but after prolong exposure, it could lead to actual frostbite, and give the recipient tissue death, possible need of amputation of the area being exposed to the cold temperature, and possible shock because of the cold temperature constantly berating them.
