It is stated that curruption can be found among those with a lot of power and high position. For example, the roman Republic in the days of Julius Ceasar was rules by 3 people, one of which who was ceasar. The 3 men soon went to war and carried on a trend of civil strife that lasted for hundreds of years. To fix this problem. The positions of staff will be divided as followed and given the following responsibilities, pay roll and limitations.

~Webmaster~ The webmaster is responsible for looking over the overall activity of the site. He is justified in all actions under good cause and reason, except those that are outvoted by the Administration of the site.
Pay roll: None
Limitations: None

~Admin~ The Administrators of the site are responsible in managing Global mods and Moderators. They deal with fights or arguments among members. They also have the ability to vote on ideas and and rules for the site. However, their responsibility falls under the elastic clause*.
Pay roll: 75 ryo every two weeks
Limitations: Can not approve ANYTHING unless stated under the elastic clause

~Global Moderators~ Global moderators hold the same responsibilities of Moderators, however they will be held at a high standers because they can be chose for Administrator at any given moment in time.
Pay roll: 50 ryo every two weeks

~Moderators~ Moderators have the ability to approve anything, but can not make rules for the site. They can also NOT solve official problems.
Limitations: Can not make rules or approve
Pay roll: 25 ryo every two weeks

~Chatbox Moderators~ Control arguments among people in the chatbox.
One chatbox mod does not have power over another. Only Administrators can veto @'s and other decisions made by chatbox Moderators.
Limitations: Can not veto other chatbox moderators decisions
Pay roll:10 ryo ( If you are already staff, this 10 ryo is not added to your pay roll )

* Elastic clause
The elastic clause only applies to Admin. It states that in time of need and or trouble, the webmaster can use the elastic clause to give all of the Administrators the right of approval.

Kages: Kages can not veto members getting accepted into there village. Nor can they reserve spots for members.

Character Approvals

Rp samples are not irrelevant. All Applications will be judged on how well put together they are.

Ranks will not given out due to poor ability to keep track of ranks per village. Instead, members will be judged on their applications and given a score of 1-5. This number will represent the number of starting jutsu as well as the number of weapons someone starts with ( E rank jutsus are free ).
ex. A person gets a 3 on their application. They will receive 3 starting jutsu of any rank and 3 weapons ( all weapons must be available in the weapon shop.. other words.. no custom weapons )

When giving this number, you must state why is mark is taken off. So unless there is a 5 you must explain WHY you gave them a lower grade.

* only genin apps. this is because ranks are hard to keep track of and this allows us to have frequent exams which means more activity.

Jutsus

Everyone is free to use a jutsu of any rank. However they must be aware of the God Mod rule.

Jutsus can either be bought or learned through a sensei ( a sensei does not have to be a jounin.. just someone to teach you a jutsu )

Bloodlines

Bloodlines must have 3 approvals.

When registering your character, you will be asked to state a bloodline specialization. To full understand this theory, think back to the Uchiha clan and how it was stated that Shishui was the ONLY uchiha that could use mind control. This is his bloodline specialization. This is optional.

Custom bloodlines will have up to one ability.
If your bloodline controls lava then you can not have the ability to fly as well. All attributes must focuse around the main ability.

This means that if you have a smoke release clan, one attribute could be simply the ability to not be effected by smoke. This centers around smoke and is accepted by the smoke clan

Summonings

A person who does not have summoning as class can only have ONE summoning. This summoning can be of ONE different element. So no dog summoning that has earth dog.. fire dog.. water dog. However, this does mean that if you have fire and water, you can have an earth dog. But that is it.

Summoning class has the ability to LEARN multiple summonings. However, they can only register ONE summoning

Sounds good so far. However one thing I believe is a grey area. If anyone picks a Jutsus that is S-rank I believe that their history had better then be edited to include how they canonly obtained it. We all know their is a story to how Kirin, and Rasengan where obtained by Sasuke and Narutizzle.

Also, tell me this. What shall we do about Custom Weapons, Jutsus, and other customizable equipment that we have used in other sites? I assume they are on a Hiatus for now?

Last thing, are we going to NPC Sensais from the villages? I still am confused on how a village of Genin will operate without some NPC Jounin and an NPC Kage.

Besides that, I think this is a good thing.

Why can't we kick the inactive elites out.... and say they can't make elites again?

As in addition to this, that could work.

However, it is best to turn away from directly effecting Rp as much as possible. People tend to not like that. Not to mention that if a kage were to go inactive then we ,as a body of government over NR, would have to go in and remove and replace them. Which, of course, takes up time and makes us seem OP. The idea is to do things behind the scene as much as possible. Granted, that this may not always be the case, but by placing a bounty over someone's head and allowing the people to deal with them as they seem just, then we not only avoid the spot light but also encourage RPing and build up.

Nonetheless, I can see where you are coming from, and it would make sense that if someone messes up they can't be a kage again. HOWEVER, that may or may not effect RP later on.

Moving along, I believe that if they get a starting jutsu there should be some hint to how it was obtained in the history.

Yes, Custom things on other sites are on a Hiatus as of now.

And sensei is defined as someone who teaches you a jutsu. It is also stated in the "learning jutsu rules" of the site that a sensei can be of any rank. So starting off as genin will be ok

What about the NPCs >________>

O.o people also don't like when other's go inactive for pitiful reasons...

There has to be a a give and take

Perhaps a simple

They must start off as genin

I say have a deferent thing for jutsu

Gennin 10 jutsu ( no Higher then C rank

Chuunin 20 ( no higher then B rank )

Jounin 30 ( no more then 3 S rank jutsu )

Anbu 40 ( no higher then 5 S rank jtsu

Kage and Sannin 50 ( no more then 9 S rank jutsu )

That would just to be starting off when they made there app

Too many jutsu's... I am inclined to agree with kira... everyone is genin

Way too many jutsu for that suggestion. I can see it leading to chaos. Even five C-ranks is a bit much for a genin in my personal opinion, though I'm not complaining because I trust Kira's judgment.

Dont worry about the NPC's they are a head ache to maintain. It will work. Trust me.
