Everyone of all rank can now buy scrolls.
HOWEVER, only Jounin and up can buy S rank scrolls.

In order to use all the high rank jutsu that you want, you have to have the chakra for it.
Your chakra levels must go as the following
1=C rank
5=B rank
10=A rank
15=S rank
So if you don't have the chakra for it, you can't use the jusu
Note.. this is not a new rule.. just an old rule that no one follows
