Appearance
Depending on the users wishes, it can take three separate forms, each of which are easily identifiable. The first stage is where the users body is still for the most part completely visible, and only a fraction of the amount of paper they can sent out is released. Next is where only a few parts of Kakusan's body vanish[legs, arms] and the user can now freely float to a maximum of 20 meters due to the lightness of their body and chakra. The next logical step is where their body vanishes completely, forming their entire body into paper and thus all their chakra. At this level they can travel freely and without properly limit, although this doesn't mean that they can travel to the atmosphere, and abything above 100m quickly tires out anyone with Genin Level Chakra.
Description:
This rule only applies to the 'Final' Paper Transformation, as the user no longer posses a physical body, Hand Seals can no longer be formed. This severely restricts the amount of Ninjutsu the user can perform. In this form they can use Clan Ninjutsu without the need for Hand Seals, the only other form of jutsu they can perform is Genjutsu, which can only be transferred through touch.
Fuinjutsu in all of these forms can be performed without the need of hand seals or more correctly, a writing surface. As the user can spread their chakra through the paper sheets to create the needed marks.
The range of attributes afforded by this ability is not dependent on the Rank of the user, but the Rank of their chakra. So the following list can be used to see how much paper will be generated for each level:
C Rank Chakra: L[50 sheets]
B Rank Chakra: L[200 sheets]-P[300 sheets]
A Rank Chakra: L[450 sheets]-P[550 sheets]-F[1000 sheets]
S Rank Chakra: L[1500 sheets]-P[2000 sheets]-F[5000 sheets]

Another issue that should be addressed is the standard density of the paper per rank, without the use of jutsu to harden it for basic purposes.

I don't think this is a bad jutsu, but I do think it's a bit much for manipulating the whole body. I think as you go up in levels of chakra the parts of your body or how much of your body can be turned into paper should go up. You will also need a cool down and a post duriation for how long this last.
