An idea to help admins out a bit..

In my experience, admins are usually too busy to do much in the way of putting names in the groups. And, in my experience, members feel more in control when this is done too, well what I'm about to suggest.

Kages moderate the groups. This will help keep them active because they have to see who's been approved and add them. It makes the Kage's easy to find, members feel important, and makes it look nice and interactive.
